    Delaware School Mask Requirement to End ​at 6:00 P.M. on Tuesday, March 1

    State of Emergency will terminate at ​6:00 p.m. Tuesday; Delaware school masking announcement is consistent with new CDC guidance; Vaccine or testing requirements set to end today

     

    WILMINGTON, Del. — Governor John Carney on Monday announced that he will sign an order terminating the COVID-19 State of Emergency and the masking requirement in public and private K-12 schools and child care facilities effective at 6:00 p.m. on Tuesday, March 1.  

     

    The announcement is consistent with new masking guidance issued on Friday by the U.S. Centers for Disease Control and Prevention (CDC). 

     

    Masking will not be required by the State of Delaware in K-12 schools, on school buses, or in child care facilities after 6:00 p.m. on Tuesday, March 1. 

     

    The Delaware Department of Education (DOE) and the Division of Public Health (DPH) have issued updated guidance to district and school leaders to aid response efforts following the expiration of the mask requirement. 

     

    Governor Carney also announced that vaccine or testing requirements for educators and state employees will expire at 11:59 p.m. today, Monday, February 28. 

     

    The mask requirement in most State facilities will also be lifted starting on Wednesday, March 2. Additional guidance for state employees will be issued on Monday by the Department of Human Resources (DHR). ​

     

    “There are a lot of reasons to be optimistic about where we’re headed,” said Governor Carney. “Over the last month, COVID-19 cases and hospitalizations have fallen dramatically, and we are clearly moving into a new phase of this pandemic. Today’s announcement is consistent with new guidance from the CDC. And it’s consistent with the latest thinking from Delaware’s experts at the Division of Public Health. Delawareans who want to continue wearing a mask - including children in our schools - should be supported and encouraged to do so, even as we move into this new phase. We’ll also continue to encourage all eligible Delawareans to get up to date on their COVID-19 vaccinations.” 

     

    On Tuesday, the State of Emergency will be lifted. At the same time, a more narrow Public Health Emergency Order will be issued to replace a Public Health Emergency Order issued on July 12, 2021. This updated Public Health Emergency Order will allow hospitals and long-term care facilities continued flexibility to respond to cases of COVID-19.

    WEEKLY COVID-19 UPDATE – FEBRUARY 11, 2022: 

    GET BOOSTED: DPH URGES DELAWAREANS TO REINFORCE VACCINE PROTECTION AGAINST COVID-19 

     

    DOVER, DE (February 11, 2022) – The Delaware Division of Public Health (DPH) is providing an update on the most recent statistics related to coronavirus disease 2019 (COVID-19) in Delaware, as of Thursday, Feb 10, 2022. Over the past month, the state has seen a significant decrease in the average percentage of tests that are positive, declining from 32% on Jan. 11, 2022, to 10% on Feb. 10, 2022. The declining trends present a bright spot for the pandemic, however DPH continues to reinforce the importance of infection prevention and vaccination, particularly the role of boosters in providing increased protection against COVID-19. 

     

    Between Jan. 31* and Feb. 6**, 82%*** of people who tested positive for COVID-19 in Delaware had not received a booster. The same was true for 81% hospitalized patients with COVID-19. A Centers for Disease Control and Prevention (CDC) study from April to December of 2021 showed people who were not vaccinated had five times higher risk of getting COVID-19 than adults who had been fully vaccinated and received a booster. Another CDC study showed getting a booster reduces chance of needing to go the Emergency Room or be hospitalized by 94% compared to being unvaccinated. 

     

    “We know that getting vaccinated and boosted is key to reducing the chance of getting sick,” said DPH Director Dr. Karyl Rattay. She adds “Boosters are effective and extremely important for preventing infections but, more importantly, hospitalizations and deaths. Unfortunately, we surpassed 2600 COVID-19 related deaths this week. We have lost more than 400 Delawareans since Thanksgiving, most who were not up to date with their vaccines." Booster vaccinations are available at any locations that offer the initial COVID-19 vaccine series. 

     

    COVID-19 Cases and Hospitalizations: 

    • Total positive cases since March 11, 2020: 253,010 
    • 7-day average of new positive cases: 378.7, a decrease of 228 from last week. 
    • 7-day average for the percentage of total positive tests: 10.2%, a decrease of 5.3 percentage points from last week 
    • Hospitalizations: 202, a decrease of 120 from last week; critically ill: 21, a decrease of 15 from last week  
    • Total COVID-19 deaths: 2,601 
    • Total COVID-19 deaths reported since last week: 38, including 12 from a review of vital statistics records.   

        

    COVID-19 Vaccinations:  

    • Total number of doses administered in Delaware: 1,669,853 
    • Percentage of Delawareans 5+ who are fully vaccinated (CDC data): 70.8% 
    • Percentage of Delawareans 12+ who are fully vaccinated (CDC data): 75.4%  
    • Percentage of Delawareans 18+ who are fully vaccinated (CDC data): 76.9% 
    • Percent of Delawareans who are fully vaccinated (CDC data): 66.8%  

      

    All qualifying Delawareans should get vaccinated. Individuals who qualify for a booster dose should get one as soon as possible.     Governor Carney Announces Expiration of Universal Indoor Mask Mandate on February 11

    School and Child Care Facility Mask Requirement Will End on March 31

     

    Governor John Carney on Monday signed a revision to the State of Emergency order, lifting Delaware’s universal indoor mask mandate effective at 8:00 a.m. on Friday, February 11.

    Also in Monday’s modification, Governor Carney temporarily extended the mask requirement in public and private K-12 schools and child care facilities. That requirement, which applies to children kindergarten-age and older, will expire at 11:59 p.m. on Thursday, March 31.

    The temporary extension gives parents time ​to get their school-age children vaccinated before the expiration of the statewide requirement.

    The March 31 date also allows districts and schools time to consider local mask requirements, and gives the Division of Public Health (DPH) and the Department of Education (DOE) time to work with schools on updates to quarantine and contact tracing guidance.

And the virus still poses a risk of serious illness, particularly among those who are not up to date on their vaccinations. But we have the tools to keep ourselves and each other safe. Get vaccinated. Get your booster. That’s especially important for children, where we continue to see low rates of vaccination. For all the parents out there – the best way to keep your child in school learning, and to prevent them from getting sick, is to get them vaccinated. It’s that simple. I want to thank all Delawareans for taking this threat seriously.”
